Accessibility Statement

The Forum Transregionale Studien is committed to ensuring that its website is accessible in accordance with the provisions of the Berlin Accessible Information Technology Ordinance (BITV 2.0). This Accessibility Statement is based on the Berlin Act on Accessible Information and Communication Technology (BIKTG Bln) implementing Directive (EU) 2016/2102 of the European Parliament and of the Council.

1. Scope of this statement

This accessibility statement applies to the website: https://www.eume-berlin.de

2. Preparation of this statement

This accessibility statement was prepared on 8 July 2026. It is based on a BITV 2.0 audit carried out by an external service provider, as well as supplementary self-assessments.

3. Status of compliance with the requirements of BITV 2.0

At present, this website is partially accessible. The requirements of BITV 2.0 are not fully met. We are endeavouring to gradually make previously inaccessible content and functions accessible within the limits of our existing resources and capacities, and to improve the website. To this end, we provide regular training for our staff. Nevertheless, editorial errors cannot be entirely avoided.

4. Non-accessible content and functions

The following content and features of the website are not yet fully accessible for the reasons stated:

Keyboard accessibility and navigation

  •  Parts of the main navigation cannot be accessed entirely via the keyboard.
  • Mobile navigation via keyboard is difficult, as active focus management has not yet been implemented.
  • Individual interactive elements (e.g. checkboxes, drop-down selection fields in the Calendar and Publications sections) cannot be operated without a mouse.
  • Sections often cannot be skipped.

Focus control and interactions

  • The keyboard focus is sometimes not visible or is obscured.
  • In certain dialogues, the focus jumps to non-visible elements.
  • Focus management in menus and dialogues is not implemented consistently.

Structure and semantics

  • Heading hierarchies are sometimes incomplete or inconsistent.
  • Lists and tables are not consistently marked up with correct semantics.
  • Some landmarks and roles are technically incorrect or have been set unnecessarily.

Forms and labels

  • Some input fields are labelled incorrectly or inadequately.
  • Digitally accessible labels sometimes differ from the visible labels

Contrast and visual perceptibility

  • Text and control elements sometimes have insufficient colour contrast.
  • Focus and hover states are not always sufficiently visible.
  • States are sometimes conveyed solely through colour.
  • In the mobile view, the footer is not fully visible when the page is zoomed in.

Control elements and icons

  • Icon-based elements (e.g. search function, navigation) are not always clearly labelled.
  • Decorative icons are not always correctly identified as such.

Language and content

  • Individual English-language UI elements are not marked as such.
  • Language switching within the content is not always technically marked up.

Dynamic content

  • Moving content (e.g. carousels) cannot be paused.
  • Dialogues such as the cookie notice are not fully accessible.

Alternative text

  • Alternative text for images uploaded before 1 September 2025 is mostly missing.

PDF documents

  • Not all PDF documents (particularly older ones) are accessible.

Embedded video and audio elements

  • Not all video elements have audio descriptions, full-text alternatives or subtitles.
  • Not all audio elements have audio descriptions or full-text alternatives.

We are working to gradually remove these barriers and continuously improve the website’s accessibility.

5. Feedback and contact
